Substance Abuse

The Death Penalty for Drug Offences: Global Overview 2012 The increase in the number of countries imposing the death penalty for drug offenses appears to have leveled off and many countries are re-examining and enacting the abolition of capital drug laws, a report from Harm Reduction International finds. The Death Penalty for Drug Offences: Global Overview 2012 (48 pages, PDF) presents case studies of constitutional challenges to the death penalty for drug offenses in India, Indonesia, Singapore, and South Korea and compares how national legal contexts affected the way those challenges were adjudicated and how judges interpreted international laws. Still, considering how clearly international human rights bodies have established standards that argue against the death penalty for drug offences, the report argues, legal communities in countries with the death penalty need to continue to challenge those laws and work to align national practices with international standards.
