Building Pathways to Employment

Building Pathways to Employment To better support local efforts to integrate workforce development with community development, changes in federal policy are needed, especially in the areas of public housing and transportation, a report from the National Skills Coalition argues. Based on interviews with community and workforce development leaders in five cities, Building Pathways to Employment (14 pages) found that even when development initiatives result in short-term employment for local residents, the work experience they gain does not lead to career pathways. Funded by the John D. and Catherine T. MacArthur and Surdna foundations, the report calls for policies that support comprehensive economic planning, encourage federal housing and infrastructure investments in skills development and employment opportunities that lead to permanent jobs, and increase job training among low-literacy, low-skill adults.
