Open Society Foundations Announces Request for Proposals for Programs to Address Torture in Healthcare Settings
The Open Society Foundations has announced a request for proposals for organizations interested in advancing existing advocacy efforts to address torture in health care and ensure government accountability.
The RFP is designed to help address the abuse of human rights in healthcare settings. This abuse is especially prevalent in the care of socially marginalized groups— people living with HIV, ethnic minorities, sexual and gender minorities, people who use drugs, and people with intellectual disabilities or mental health problems— who may be deemed "deviant," "incompetent," and in need of evaluation or treatment through the healthcare system.
In early 2011, a coalition of organizations working to combat severe human rights violations in healthcare settings launched the Campaign to Stop Torture in Health Care with the goal of increasing government accountability for abuse in health settings.
As the coordinator of the Campaign to Stop Torture in Health Care's Standards and Litigation Working Group, OSF has developed Twenty Mechanisms for Addressing Torture in Health Care, a manual describing anti-torture mechanisms that can be used in healthcare settings. The manual covers the United Nations and the African, European, and Inter-American human rights systems.
OSF invites proposals from organizations interested in using one or more of the mechanisms described in the manual to advance existing advocacy efforts to address torture in health care and ensure government accountability.
The maximum budget for proposals with relevant travel expenses is $15,000. The maximum budget for proposals without travel expenses is $10,000. Technical assistance also can be provided for successful grantees by members of the Campaign to Stop Torture in Health Care's Standards and Litigation Working Group.
